This looks like along Cove Point at Lake Erie Metropark. Some volunteers put up Bluebird nesting boxes a few years ago.

Thanks for the link – it is Cove Point shoreline – I was there last week and took pictures of that same crooked tree where it juts out. The swallows are contemplating the nesting box, but I know they like under or near the outlooks better.
